European Bank of Development secures CIO Richard Williams

The European Bank of Reconstruction and Development (EBRD) has recruited Richard Williams as its new Managing Director, Information Technology. The two time CIO100 member had been taking a break from the CIO hot seat since his last role at Mitsui Sumitomo Insurance Group (MSIG) and returns to the CIO community full time in July.

“It is an opportunity of a lifetime,” Williams told Horizon Business Innovation of the role which will see him continue the major transformation EBRD is on as it secures it future having previously been set up as a sunset bank that was meant to close down once its original mandate had been completed. EBRD was founded in 1991 as a development investment bank initially focused on developing the private sector to move former communist nations to free market economies but has expanded its geographical reach into the south east Mediterranean and further afield as it has proved its value in aiding wider transition. Williams will start on July 24 at EBRD and will report to the organisation’s Chief Administration Officer, Luise Holscher, interviewed by Horizon Business Innovation earlier this year.

Williams joins EBRD to continue its major technology modernisation programme. “There is so much that technology can do to support the Bank’s core aim of helping business flourish through its financial investments, business services, involvement in high-level policy reform dialogue and the promotion of entrepreneurship as a way to change lives,” Williams says. “The potential for IT to enhance every part of the Bank’s core activity to help the transition to market economies, whilst promoting innovation, growth and transparency is really exciting.”

Louise McCarthy remains with EBRD as Director of IT Transformation and the bank says she will be supporting Williams in the transformation of the technology team. In a statement EBRD  said: “With two such high profile names involved there can be no doubt that with the EBRD is serious about getting to the head of the pack of the International Financial Institutions with its technology.”

Williams spent five years at insurance firm MSIG which he joined from fellow insurance firm Beazley where he’d spent four years as Programme Director of its US business transformation programme. Away from busy CIO roles Williams volunteers as a First Responder for the South Western Ambulance Service NHS Foundation Trust and is a keen mountain biker around his home turf of Salisbury Plain.
